Unusual, but not unique. Similar flood basalt eruptions have occurred in Siberia, Canada, Iceland, Ethopia, and the northwestern United States.There are lots of theories on how they form. A mantle plume at a tectonic rift boundary (think Hawaii meets Iceland) is one of the simpler ones.
